There are a variety of reasons why a pool may look cloudy and it would be impossible to cover every scenario. So what I'm going to cover should fix the vast majority of the issues within 24-48 hours. Some may claim this is a brute force way to fix the issue, but I would say if you have been neglecting your pool or messing with chemical issues or balancing your water, this should fix it real quick.
First things first make sure that your filter isn't clogged up and is actually filtering your water before you start. Once you know that your pump and your filter are working correctly make sure that you turn both of those on before you attempt the next step and make sure that they stay on for the next 24 hours.
This only applies to inground pools if you have above ground pools or small vinyl liner pools do not do what I'm about to say because it could damage your pool. Theoretically you could accomplish the same thing using smaller amounts of chemicals but this method only applies to inground pools that are concrete and gunite.
Spread at least 3 gallons of liquid chlorine evenly around the pool.
Spread 1/2 gallon of muriatic acid around the pool which will balance the pH after a heavy chlorine shock.
At this point you should see results almost immediately. The cloudiness may either increase or decrease, but it will definitely change.
You need to wait about 6 to 8 hours for the chlorine shock to kill all of the viruses, bacteria and algae in the water. After this you need to brush the entire surface of the pool using your pole with a brush on the end.
After the shock takes effect it's going to kill everything that was alive in the water. After it will still be there in a dead form so you need to use the brush to lodge it loose from the surface of the pool which will create another cloudy condition.
It's going to take another 6 to 8 hours once you finish the brush step for all of the cloudiness created from the dead stuff gets cleared out from the filter.
After the filter cleans the water and it looks blue again you're going to need to clean your filter out.
But at this point you should have crystal clear blue water.
